It is also expected to confirm vice-chancellor’s two anticipatory orders as well as proceedings of 1,704th meeting of the Syndicate. The Syndicate will also consider the request of Controller of Examinations for sanction of Rs1 million as a supplementary grant for the examination department. He also said that the allegation of plagiarism was baseless and devoid of any evidence as evident from the Plagiarism Evaluation Report by the Punjab University Main Library, which stated that the two articles had overall 15 percent and 20 percent similarity index, respectively, permissible under the Higher Education Commission policy. This statement has, however, been contested by Dr Zaid in his presentation who stated that no fresh notice has been served upon him for seeking his point of view and no inquiry was conducted.ĭr Zaid quoted the LHC decision, wherein the counsel for the respondent university had submitted that “in order to avoid delay in the disposal of this petition, the university authorities gave an undertaking that a fresh show-cause notice shall be issued to the petitioner by the Syndicate.”ĭr Zaid said he had challenged the composition of the committee and court decision on his petition was awaited.
The agenda item says that now, the inquiry committee, after probe, has submitted its report/recommendation for consideration and decision. He also gave him additional charge of the additional registrar-I. However, PU Vice-Chancellor Mujahid Kamran reappointed Dr Alamgir as professor in Urdu Department on a contract basis. Though the Syndicate on notified the committee, it may be mentioned that PU representative Prof Dr Aurangzeb Alamgir retired from university service on Oct 28, 2013. The inquiry committee comprised Director Public Instruction (Colleges), Punjab, Prof Dr Jalil Tariq (chairman) Lahore College for Women University Chemistry Department Chairperson Prof Dr Bushra Khan (member) and Additional Registrar-I Prof Dr Aurangzeb Alamgir (PU representative) as member and secretary to the committee. The Syndicate also approved appointment of inquiry committee notified on Aug 9, 2011. The agenda item says that the PU Syndicate, in its Nov 23, 2013, meeting had discussed Dr Zaid Mahmood’s plagiarism case in the light of the LHC’s Nov 20 decision and eventually granted approval for conducting inquiry against Dr Zaid under PEEDA Act 2006 on account of plagiarism. In a representation, submitted to the PU registrar, who is also secretary to the Syndicate, Dr Mahmood has stated, “the university authorities intentionally hid/maneuvered the facts regarding my case because I have filed writ petitions against the illegal appointments of Dr Aurangzeb, additional registrar, as professor and Dr Makshoof Athar, director Institute of Chemistry, as professor and director, who is the initiator of this baseless allegation of plagiarism.” The Syndicate meeting is scheduled for Feb 1 (Saturday).ĭr Zaid Mahmood has, however, claimed that the university administration is hiding facts and misguiding the Syndicate members by presenting an old inquiry report, dated Nov 16, 2011, despite the fact that the Lahore High Court, in its order, had decided that “the impugned show-cause notice, dated Aug 13,Ģ011, shall be deemed to be ineffective as it stands disowned by the Punjab University.” LAHORE: The Punjab University has convened its third-in-a-row Syndicate meeting within a month – now with a one major point agenda of considering recommendations of the inquiry committee on the probe against Dr Zaid Mahmood, professor at the Institute of Chemistry, for committing plagiarism in two of his research articles under the PEEDA Act 2006.
